Development Cooperation and Aid Effectiveness Research Program
From Aid Effectiveness To Development Effectiveness
During the last decade, international policy debates on aid have focused on aid effectiveness. Developed and developing country governments have committed to improve the effectiveness of aid through the 2005 Paris Declaration and the 2008 Accra Agenda for Action. In 2011, they will meet again at the 4th High Level Forum on Aid Effectiveness in Busan, South Korea to review whether targets set in these agreements have been met and decide on the future of the aid effectiveness agenda.

Civil society organizations and other development actors believe, however, that it is time to re-think the aid effectiveness policy agenda. They argue that international cooperation efforts should adopt a more comprehensive approach that focuses on development effectiveness, rather than only aid effectiveness.

This research analyzes current initiatives on development effectiveness. It seeks to establish a more comprehensive understanding of what the term means in policy and practice. It explores the implications of a development effectiveness policy agenda for international development actors.
