Volume 5

Roy Culpeper

This final volume in the five title series on the multilateral development banks (MDBs), examines the effectiveness of the MDBs and studies the overarching role of the World Bank. Arguing for a process of reform of the global governance system rather than its reinvention under a new framework, Culpeper urges the MDBs to build upon their efforts to improve transparency and accountability. Rejecting the "tide of cynicism and disillusionment over international cooperation," Culpeper concludes that a rule-based global community which needs to tackle such problems as environmental collapse and mass poverty requires effective institutions acting in the public interest.

Development and Global Governance

Fifty years on, the reform of the Bretton Woods institutions, the World Bank, and the International Monetary Fund (IMF), has become a lively issue. The G-7 countries took a first cut at this subject at the 1995 Halifax Summit, and the debate continues. Prior to the summit, a group of experts from all continents met to give challenging advice to the summiteers and beyond, ranging from the view that the G-7 itself is in eclipse to an argument for turning the IMF into a central world bank. This book contains the seven papers and a summary of the discussion from that meeting.
