Since 1999, political decentralization in Nigeria has not led to improved transparency and accountability in the management of its natural resource wealth. Rather, sub-national corruption and fiscal profligacy have skyrocketed. The research project will examine the underlying reasons for this outcome, using two oil-producing states in Nigeria as a case study.
