Principal Challenges of the National Police for Better Public Security and Strengthened Democracy

This report documents and analyzes the main challenges faced by Burundi’s national police service as it continues its reform and professionalization process. The principal challenges identified in the report include: whether and how to vet personnel accused of human rights violations during the civil war, how to overcome its military culture, and how to improve internal and external oversight. While confirming that considerable progress has been made in the past few years, the report highlights areas in which there is room for improvement, notably the situation of female police officers.
