Published: March 18, 2013

This report summarizes a roundtable discussion exploring the linkages and dynamics among gender, urban insecurity, and state fragility. It documents the insights shared by a wide range of policy-makers, researchers, and practitioners at the event and their responses to three questions:

  1. What does it mean to be (in)secure in a city?
  2. Where and how do gender and urban (in)security interact in fragile states?
  3. How can police reform help to improve gender-sensitive urban security?
