This report examines the poverty effects of changed Generalised System of Preferences (GSP) graduation thresholds in the European Union. Specifically, it explores the poverty effects that may result from reduced exports from countries that have graduated as a result of a changed GSP graduation threshold, and the poverty reduction impact of increases in exports from other developing countries resulting from trade diversion effects.
